Tra storia e futuro
I trentasette video che pubblichiamo, sono brani d’interviste di un’ora circa e compongono il quadro della ricerca TRA STORIA E FUTURO. Politiche per una regione smart che esce nel mese di giugno per le edizioni de Il Mulino di Bologna a cura di Vittorio Capecchi (Università di Bologna e ricerche sulle politiche regionali), Sergio Caserta (attività nel mondo della cooperazione e ricercatore giornalista), Angiolo Tavanti (presidente Associazione Valore Lavoro e attività nel settore del credito e delle istituzioni finanziarie)
Si tratta di una ricerca sulle trasformazioni dell’economia in Emilia Romagna realizzata dalla Associazione Valore Lavoro di Bologna con il finanziamento dell’Assessorato alle attività produttive della Regione basata un campione di interviste qualitative per realizzare una ricerca azione avente due obiettivi: (a) Capire quale può essere una adeguata politica regionale per realizzare in Emilia Romagna una regione “intelligente, ecocompatibile e inclusiva”; (b) Individuare i nuovi cluster di imprese che si aggiungono a quelli che da più anni hanno successo in questa regione e capire come questi cluster stanno affrontando la più grave crisi economica dal dopoguerra.
Per raggiungere i due obiettivi della ricerca sono state fatte: (a) Interviste a protagonisti di politiche regionali considerando tre gruppi di attori: attori che hanno risposto alla crisi dal basso (come i Fab Lab, aggregazioni di imprese per territorio o per specializzazione…); attori intermedi (associazioni imprenditoriali e sindacali, enti locali, centri di ricerca e formazione… ); attori regionali (Assessorati regionali, Ervet, Aster, responsabili regionali di associazioni imprenditoriali e sindacali..); (b) Interviste a imprese che rappresentano l’intreccio tra storia e futuro nelle diverse direzioni della innovazione tecnologica.

Quali sono stati i principali risultati di questa ricerca?
(a) Politiche regionali. La Regione Emilia Romagna si trova a dover affrontare delle sfide esterne con le altre regioni più forti di Europa (come il Baden-Württemberg) e delle sfide interne (disoccupazione nuove generazioni, imprese in difficoltà, sfida alla criminalità e sicurezza, sfida del welfare e dell’inclusione sociale .. ). La crisi ha inciso sia sulle persone che sulle imprese e le regioni più forti di Europa, come quelle tedesche, hanno lanciato il progetto Industry 4.0 per coordinare le relazioni tra ricerca, formazione e impresa e rispondere in modo sempre più veloce, con costi inferiori e con prodotti personalizzati alle esigenze di un mercato sempre più mondiale.
La Regione Emilia Romagna è in grado di rispondere alla sfida esterna di Industry 4.0? La risposta che viene data in questa ricerca è affermativa pur essendovi due rischi principali. E’ affermativa per una ragione profonda che ha fatto scegliere come titolo della ricerca Tra storia e futuro. Il progetto tedesco Industry 4.0 è un progetto che si basa sull’uso intensivo della ICT per coordinare le risposte industriali (prodotti e servizi) in modo flessibile per le esigenze sempre più personalizzate che provengono dai mercati mondiali. Ma il modello a specializzazione flessibile è il tipo di industrializzazione che è profondamente radicato in questa regione che dalla motor valley all’industria del packaging ha sempre realizzato prodotti “su misura”, prodotti flessibili alle esigenze dei clienti. Industry 4.0 è quindi un progetto tedesco che si presneta “nuovo” ma che di fatto riscopre come valida una intuizione profonda che ha caratterizzato tutta la storia imprenditoriale di questa regione.
L’Emilia Romagna è quindi in grado di rispondere alla sfida delle Regioni più forti di Europa pur essendovi due rischi.
La strategia della flessibilità presente in tutta la storia di questa regione ha portato alla giusta scelta della Rete dell’Alta Tecnologia per la ricerca industriale, l’innovazione e il trasferimento tecnologico e la prontezza con cui imprese emiliane romagnole stanno rispondendo ai programmi comunitari di Horizon 2020 fanno ben sperare. E’ però vero che la macchina produttiva molto ben finanziata delle regioni tedesche corre il rischio di soffocare la creatività e le inventive individuali ma una regione come l’Emilia Romagna corre il rischio della frammentazione e delle difficoltà finanziarie nella fase di decollo imprenditoriale.
Il secondo rischio è che vi sono delle sfide interne che devono essere affrontate per realizzare una regione smart. Le tradizioni emiliano romagnole di una regione attenta alla qualità della vita e dell’ambiente si trovano di fronte a una disoccupazione giovani e alle difficoltà di vita di una parte delle imprese che incontrano la “crisi” del welfare e del modello cooperativo. Il problema che si presenta non è quello di “tagliare le spese” o “abbandonare i valori” ma come rilanciare il welfare, la cooperazione, il lavoro di cura vedendoli come non fattori di “costo” ma di “investimento” essenziali per favorire nuova occupazione e nuove imprese. La regione Emilia Romagna può realmente diventare una regione “smart, ecocompatibile, inclusiva” con nuova occupazione e nuove imprese se non si appiattisce su politiche di “tagli” ma trova nuove vie di sviluppo “tra storia e futuro”.
(b) I cluster che seguono le vie della innovazione tecnologica. Il secondo obiettivo della ricerca era quello di tracciare una prima mappa delle vie della innovazione tecnologiche che hanno preso e stanno prendendo le imprese in questa regione.
Il cluster individuati seguono i sistemi industriali più consolidati in questa regione (meccatronica e motoristica, costruzioni, agroalimentare) e le due aree più innovative (le imprese della salute e del benessere e le imprese culturali e creative)
Dalle interviste emerge un quadro complessivamente molto positivo della consistenza del tessuto economico regionale, pur nelle non poche difficoltà determinate dalla lunga crisi. La propensione al cambiamento è uno dei tratti distintivi comune a tutte le imprese, sia quelle consolidate dei gruppi maggiori, esposte alla competizione internazionale in cui difendere e affermare i propri marchi, sia di quelle di media dimensioni per le quali i fattori locali del credito, della ricerca, dei servizi hanno un peso certamente maggiore, così come per le tante imprese artigiane, che da sole o associate reti di cooperazione, si battono con caparbietà contro le avversità della congiuntura, riuscendo a far leva sulla propria competenza e creatività.
Un altro degli elementi distintivi e comuni dell’universo produttivo analizzato è la propensione a mantenere intatti i valori di riferimento sociale, propri dell’imprenditorialità emiliano romagnola, in cui la professionalità e la dignità dei propri dipendenti e collaboratori rimane un valore da difendere e possibilmente da accrescere. Le interviste alle imprese di questa regione smentiscono i profeti del neoliberismo che preconizzano un sistema in cui il lavoro sia ridimensionato al rango di merce. La ricerca mostra come questa cultura non abbia “sfondato” e come vi siano i presupposti per un Patto per il lavoro tra gli attori regionali che rappresentano le strutture pubbliche delle ricerca e delle politiche regionali, le imprese e il lavoro. Il patrimonio di competenze, ricchezza professionale e valori oggi presente nelle imprese e nelle persone non è immutabile ne acquisito per sempre. E’ quanto mai necessario che sia sostenuto da adeguate politiche regionali che devono trovare nuovi ambiti di programmazione e di sostegno, in particolare nei settori della formazione professionale, della ricerca, del credito, di un più efficace supporto all’internazionalizzazione.
Questa ricerca ha documentato un insieme di positive esperienze “dal basso”, e da parte di “attori intermedi” ma in tutta la ricerca c’è consapevolezza che molte e molte realtà sono dovute soccombere, che la base produttiva e occupazionale si è ridotta, che “la notte non è passata” e quindi c’è ancora tanto da fare.
La ricerca diventerà un libro edito dal Mulino (che esce nel mese di giugno) per aprire una discussione che ci auguriamo intensa sulle prospettive economiche della nostra regione.
