Appartenenza europea (1)
“Diario europeo” è stato pensato per intervenire su fatti e dibattiti riguardanti “Europa”, con un approccio prevalentemente legato alla quotidianità. Prevalentemente, non esclusivamente.
Rincorrere il quotidiano senza collocarsi in una prospettiva e in un processo ci fa correre seriamente il rischio di restare impantanati.
D’altra parte, il confronto quotidiano sulle problematiche europee, di tanto in tanto (e anche con una certa intensità) insiste su tematiche “valoriali”. (Ho usato le virgolette e fra poco dirò perché).
Poi, sommerse dal quotidiano che preme sull’agenda politica, quelle analisi e riflessioni tornano sotto traccia; e la polemica sulle emergenze oscura il senso (significato e direzione), la grandezza e la sfida della integrazione europea.
Per chi scrive è un bene che quel dibattito non si smarrisca e non si perda d’animo.
“Diario europeo”, perciò, vuole avere anche un respiro medio/lungo; e mentre cerca di interloquire con l’agenda quotidiana (fatti, idee e politiche), intende mantenere aperta una (la) riflessione sulle cosiddette tematiche valoriali. Lo farà usando sempre il titolo di questo intervento odierno (“Appartenenza europea”) con l’aggiunta di un numero, che ricorderà ai/alle lettori/lettrici la continuità di una riflessione di fondo a cui cercheremo di partecipare con intelligenza e misura.
Sopra, usando l’aggettivo valoriali ho manifestato l’esigenza di metterlo tra virgolette. Mi spiego e contemporaneamente mi introduco nella riflessione sull’appartenenza europea.
Molto spesso, nel dibattito pubblico su Europa – che si colloca e si costruisce dentro la temperie di sommovimenti internazionali che mettono in discussione certezze che ci sembravano acquisite – sentiamo usare espressioni di questo tipo : “dobbiamo tornare ai nostri valori”.
Nel Preambolo al Trattato sull’Unione Europea, sono scritte queste parole molto sobrie: ispirandosi alle eredità culturali, religiose ed umanistiche dell’Europa.
Sappiamo tutti che queste parole (sobrie) sono state il risultato di una discussione, molto seria e a volte aspra, sia tra i Capi di Stato (che dovevano siglare il Trattato, in rappresentanza dei rispettivi paesi , popoli e culture di EUROPA), sia nella società civile (stampa, media, movimenti, intellettuali, persone…) dei diversi Paesi membri dell’Unione.
Nel dibattito quotidiano – veloce, troppo veloce, sovrabbondante, sbrigativo, appassionato e approssimato (e a volte anche distorto e anche spiacevole) – questo richiamo sobrio e – a suo modo – solenne alle eredità viene sintetizzato con una unica parola: valori.
Sintetizzato e anche ghettizzato in questa parolina magica, il dibattito che vorrebbe essere includente e totalizzante (nel senso che coinvolge tutti, e a nel profondo delle proprie convinzioni), forse proprio per questa sua tendenza all’unico e al totale – rischia di essere respingente. Come un pugno nello stomaco o una mano che tappa la bocca e spegne il pensiero.
Consapevole di questo rischio, tutte le volte che posso la sostituisco con altre parole (se non altro per evitare sempre di dover mettere le virgolette). Sfuggo, così facendo, alle mie responsabilità di cittadino e di persona consapevole?
Vediamo. Per sostituire il termine “valori”, uso spesso termini come: consapevolezze e responsabilità. E declino, anche io – senza infingimenti e senza nascondermi – le mie appartenenze.
Queste tre parole (consapevolezza, responsabilità, appartenenza) mi ricordano permanentemente la presenza e l’esistenza dell’altro da me; e di valori e di eredità molteplici. Altre consapevolezze, altre responsabilità, altre appartenenze.
Queste tre parole obbligano differenti mondi ad una consapevole limitatezza dei rispettivi valori e appartenenze.
Questo approccio non è una resa (tanto meno una sottomissione ) ad ogni vento e/o ad ogni avventura (culturale, di pensiero e di fedi).
È, al contrario, un terreno – il solo terreno universalmente generatore di frutti – per coltivare impegno e memoria, progetto e eredità. Nell’unica modalità possibile e accettabile, nel modo umano.
L’abbiamo presa troppo da lontano? Leggiamo qualche titolo di articolo, con i rispettivi autori dal dibattito pubblico di questi giorni (cito dal più recente e vado un pochino indietro, ma di poco).
“ Il legame spirituale che manca in Europa” (Giuseppe Galasso). “ Per un’insurrezione spirituale” (Enrique Vila-Matas).”Verso la disintegrazione europea, Nord e Sud remano all’opposto” (Wolfang Streeck). “ La tecnica unirà l’Europa” (Emanuele Severino). “La lunga marcia dei neoliberali per governare il mondo” (Luciano Gallino). “Scontro di civiltà- Possiamo evitare un’altra Lepanto? ” (Luigi Bonanate). “ L’eredità greca in tre puntate: L’Europa è un’agorà-Inventori della tragedia-Riflettere per vivere meglio”(Glen Most). “Per un’Europa della cultura” (Pier Luigi Sacco). “”La legittimazione dell’Unione “ (Andrea Manzella). “Società a confronto, Noi e l’Islam” (Ernesto Galli della Loggia). “La UE deve sconfiggere il rischio disintegrazione” (Antonio Armellini). “L’occasione perduta dell’Europa” [1](Maurizio Ferrera).“Noi e la crisi in Asia, i meriti che ha l’Europa” (Antonio Politi). I titoli sono tutti chiaramente evocativi.
Oggi ci fermiamo qui. “Diario europeo”, anche trattando questi temi, intende mantenere la brevità di una rapida lettura. Intanto ognuno -a potrà cercare , se possibile, questi testi e notizie sui loro autori: eccetto l’ultimo, nessuno è giornalista; bensì : politologo, filosofo, storico, costituzionalista, ecc. Partecipano al dibattito pubblico come tutti noi. I giornali che per brevità non ho citato singolarmente sono quelli più diffusi (dati ufficiali): la Repubblica, Corriere della sera / La lettura, Il sole-24 ore.
