SOLIDÁRIOS Encontro Global de Bancos Solidários de desenvolvimento
Nei primi giorni del mese sono stata invitata a Fortaleza a partecipare al primo incontro globale della finanza etica e dell’economia solidale. Un’esperienza unica, la prima del suo genere, a cui ho aderito con la convinzione di poter essere utile alla discussione che il mondo deve ancora affrontare sugli effetti sociali ed economici della finanza globale. In realtà l’esperienza è stata molto più utile per chi come me ha toccato con mano che un altro mondo è possibile! Come spesso accade nel mondo della cooperazione e della sostenibilità, si é innescato quel circuito virtuoso per il quale lo scambio di idee ed il lavoro di ognuno ha arricchito tutti, generando un valore superiore alla somma di tutto il portato. Sono partita pensando di dare ed invece ho ricevuto: non avrei mai immaginato di ritornare in Italia con un patrimonio di umanità, buone pratiche, energia vitale e progetti.
Fortaleza è un luogo dove la creatività e l’innovazione hanno generato una esperienza esemplare per il mondo dell’economia solidale: nel 1998 è nata Banco Palmas, un’organizzazione comunitaria caratterizzata da una moneta complementare e da pratiche di inclusione, redistribuzione ed educazione finanziaria.
Il forum di Fortaleza ha avuto migliaia di adesioni e la partecipazione ai tavoli tematici è stata di circa 500 addetti ai lavori provenienti da ogni parte del mondo, in particolare modo dal Brasile dove esistono più di un centinaio di banche solidali e numerosissime monete complementari.
L’esperienza europea invece è caratterizzata da Banca Etica, con sede in Italia e Spagna, che ha un’organizzazione molto più articolata perché é sottoposta alle norme che regolano il sistema del credito. La sua specificità è data da un capitale sociale diffuso, dalla forma di credito cooperativo, dalla partecipazione dei sindacati confederali in qualità di soci e da un comitato etico che analizza i progetti da finanziare, con particolare attenzione al tema della legalità e dello sviluppo sostenibile.
Il forum è stato caratterizzato da tavoli tematici di vera e propria discussione e progettazione, con la partecipazione di docenti universitari e esperti di banche solidali o di monete alternative: Economia solidale, democrazia economica, finanza solidale, innovazione tecnologica, innovazione sociale, investimenti e redistribuzione della ricchezza a favore delle periferie.
Nell’ambito delle tavole rotonde è stato di particolare importanza il tema dell’educazione finanziaria, come veicolo per l’emancipazione della donna e la costruzione di un modello sociale più ricco dal punto di vista umano, partendo dall’assunto che non siamo poveri ma ci siamo impoveriti !
Ho conosciuto persone meravigliose che hanno realmente costruito un futuro differente per molte donne vittime di violenza, per molti lavoratori vittime di soprusi e trattamenti antisindacali, per molti giovani carichi di idee e progetti ma con un governo ed una società che non crede in loro.
È rimasta impressa nella mia memoria l’esperienza della cucina emancipata, laboratorio di sviluppo delle competenze finanziarie e civiche delle donne, della Black Bank nata per dare l’accesso ad un conto corrente alla popolazione di neri discriminata nel mondo del credito pur in presenza di reddito e patrimonio.
Ricordo con forza l’esperienza di Justa Trama che a Porto Alegre ha costruito una economia di comunità attraverso l’intera filiera del cotone e ho scoperto che dal punto di vista tecnologico le comunità delle banche solidali hanno moneta elettronica, carte di credito e tecnologia blockchain che in Italia costituisce solo una nicchia del mercato.
Ma l’aspetto più entusiasmante è che tutto ciò si muove e genera valore a favore delle stesse comunità, a favore dei deboli, degli ultimi, di coloro che sono stati affogati dalle regole del mercato e della finanza tradizionale.
In Italia siamo ancora nel mezzo della crisi, i dati della produzione e dell’occupazione registrano un andamento negativo e dal punto di vista politico non ci sono segnali che facciano presupporre un Governo del cambiamento.
L’esperienza mi è servita a guardare con più ottimismo ogni esperienza di cooperazione e di rafforzamento dei corpi intermedi sul nostro territorio. C’è sempre una via d’uscita e la sostenibilità unita alla finanza comunitaria e solidale sono la giusta strada.
