Euro digitale, un cambio epocale annunciato sottovoce.
Il 18 ottobre 2023 potrà passere in un futuro non troppo lontano come una data storica. In futuro, forse, lo assoceremo automaticamente ad un cambio radicale delle nostre vite citando Francoforte come oggi quando usiamo le Parole Schengen o Maastricht.
In quella ed in quel luogo, infatti, è stato deciso che, si, l’euro digitale diventerà realtà. Ma cosa significa esattamente avere un euro, cosa cambierà nelle nostre esistenze e quali sfide tecnologiche attendono gli operatori del mercato monetario?
Per rispondere alla prima domanda si potrebbe ricorrere ad un paragone di tipo storico e rivolgersi ad un non lontanissimo passato, in termini storici, allorquando la civiltà umana decise di utilizzare la carta moneta al posto delle monete costituite da metalli preziosi. In teoria non cambierà nulla, con 1000 euro digitali compreremo sempre quello che avremo comprato prima che il loro corso legale fosse stato determinato, ma nella pratica cambierà la nostra consuetudine nello scambio di moneta contante.
L’euro digitale avrà, di fatti, due tipi di forme. Una sarà online. Questa forma, seppur radicalmente diversa dal punto di vista tecnico, non si distinguerà nella pratica da quel che è un bonifico effettuato online da un qualsiasi conto corrente. La seconda forma, offline, sarà la vera rivoluzione. Infatti in un qualsiasi token, la forma di questo strumento è ancora da determinare, verranno riposti soldi prontamente spendibili in ogni luogo, anche in assenza di un collegamento alla rete di internet. Questo, nel medio periodo, finirà certamente per cambiare le abitudini di tutti i consumatori che abbandoneranno, progressivamente, la moneta cartacea per sostituirla con quella digitale.
Questa modalità di circolazione della moneta ha degli indubbi vantaggi. Essa è infatti certamente più pratica, velocizza le transazioni commerciali, rende più sicuro l’uso del contante (una volta incassato un esercizio commerciale può riversarlo automaticamente online sul suo conto) oltre ad avere un buon impatto sull’ambiente (è vero che consumerà energia, ma è altrettanto vero che i portavalori che consumano benzina quotidianamente verranno praticamente azzerati).
La sua adozione porta con se, di converso, numero sfide tecnologiche, di abitudine e pratiche che andranno affrontate le più grandi delle quali sono la sua inattaccabilità da parte degli hacker e la privacy.
Una singola giornata di vacanza della moneta di corso legale non è, infatti, in alcun modo accettabile da parte della società contemporanea. Questa cosa è ben chiara a tutti e, pur esistendo sistemi robustissimi, andrà affrontata con molta cautela. La seconda è la privacy. Qui il problema è più nella percezione da parte dei consumatori piuttosto che tecnico. La banca centrale dovrà fare di tutto per convincere i cittadini europei che, proprio come per i contanti, l’anonimato esisterà tale e quale nelle forme, legali, che saranno in vigore al momento del suo ingresso nel mondo delle transazioni reali.
Se per i consumatori, che nella prima fase saranno gli unici detentori del diritto di utilizzare e conservare l’euro digitale, i problemi sono principalmente di ordine tecnico/psicologico discorso molto diverso va fatto per gli operatori di mercato, siano essi banche o gestori di strumenti di pagamento (carte di credito/debito Paypal e simili).
Per essi infatti si prospetta una sfida di magnitudo molto maggiore. Idealmente, difatti, se l’euro digitale fosse detenibile senza limiti dai cittadini, quale utilità avrebbe una banca per un consumatore? E se si potesse pagare liberamente utilizzando l’infrastruttura della bce, quale utilità avrebbe un bonifico o una carta di debito?
