L’autonomia differenziata: un’opportunità di crescita per tutti che non va sprecata.
Nel porsi di fronte a qualunque tipo di tema di carattere economico-sociale la politica dovrebbe chiedersi due cose:
quali sono i dati disponibili per valutare il tema? Quali conseguenze sociali potrebbero avere le nostre azioni partendo dalle condizioni date?
Così si dovrebbe fare anche sul tema dell’autonomia differenziata. I dati presi a caso da qualunque banca dati o istituto di ricerca(sia esso l’ISTAT, Eurostat, Censis etc.) parlano di un paese profondamento spaccato in due.
Se si mostrassero i dati del nostro paese ad un uomo proveniente dalla luna noterebbe che una messe di dati sono coerenti con i paesi rivieraschi mediterranei(che qualcuno in Italia con una punta di disprezzo definisce magrebini) mentre altri sembrerebbero più simili a quelli di paesi della parte sud della Germania e della Francia.
Di fronte a questa semplice e triste realtà bisogna chiedersi: il sistema centrale ha funzionato?
La ovvia risposta è no. Questo non vuol dire che esso ne sia la causa ma certamente determina che esso non sia diga contro le differenze.
Quindi agli strepiti che pubblicizzano il fatto che questa riforma spaccherà l’Italia, bisognerebbe placidamente rispondere: grazie, cosa già fatta.
Allora che fare? Bisogna proseguire sulla via dell’autonomia oppure no?
Sulla parte dell’autonomia che riguarderà i servizi erogati dalle comunità locali che rispondono a bisogni diretti dei cittadini, per me, la risposta può essere solo sì.
La burocrazia centrale è un freno incredibile ad ogni iniziativa economico/sociale.
Per avere un’idea di cosa si sta parlando, basta pensare al tempo necessario per l’emissione di un documento d’identità erogato dall’anagrafe o uno rilasciato da un ente centrale (il passaporto ad esempio).
Ci sarà un aumento di disparità tra il trattamento dei cittadini del nord e del sud? È plausibile. Ma a quel punto, si spera, quel che resta delle società civili meridionali si dovranno riorganizzare e pretendere servizi decenti. Questa pretesa è tanto più legittima se si pensa al fatto che il numero di dipendenti per numero di abitante è sproporzionatamente superiore in quelle aree del paese.
Mentre, come si diceva, appare del tutto sensato che i giudici di pace, una parte dell’istruzione e la tutela alla salute(già di fatto regionalizzate) passino in capo alla regione Veneto è del tutto singolare che il commercio con l’estero(sic!), i porti e gli aeroporti civili, le grandi reti di trasporto, le politiche energetiche la protezione civile insieme ad altre(ad esempio l’alimentazione) passino sotto l’ambito della prevalenza regionale. In un mondo globalizzato, dove una delle grandi priorità è creare aree omogenee per permettere il commercio di beni e servizi è veramente pensabile che grandi temi possano ricadere sotto il governo delle piccole patrie?
La mia opinione, come si può intuire, è che: no, non si deve far governare nulla a che sia a carattere generale in un ambito prettamente locale.
Traendo le somme quindi, l’autonomia differenziata non è sicuramente né un problema per l’ordine democratico, né un grimaldello che verrà utilizzato per scardinare l’unità nazionale. È una riforma con aspetti molto positivi ed altri molto poco intelligenti. Cesellarla un po’ meglio, invece che respingerla in toto, forse, potrebbe essere un gesto di maturità politica.
Temo, invece, che l’abbandonarsi alla propaganda sarà una tentazione dalla quale difficilmente riusciremo ad astenerci.
